Delays in the criminal trial of a person who first had been subject to an extradition proceeding and whose case was then transferred for trial could not be imputed to the action or omission of the authorities, and resulted from a system of judicial assistance which functioned in many countries and where each government depended on the cooperation of the other. The intervening delays must be considered as part of a classical system which took time and as such should be considered inevitable.
