Abstract The Commission is planning to propose an EU immigration code in 2013. This will be an opportunity to revise the existing EU legislation in order to enhance standards and procedural rights for migrants, as well as to improve its clarity and coherence. This article discusses the key issues which the Code should address, and suggests a list of amendments which it should adopt. It is accompanied by a complete proposal for a text of the Code, published online.
