<p>Abstract:<br />Focusing on one case study in the Cubucaré Peninsula, and analysing local stake-holders' perceptions on the roots of the war and the political developments to which it gave rise, this study intends to show why the 1998-99 armed conflict remained mostly an urban one and why the rural areas could function as a hinterland where internally displaced people were given shelter, food, solidarity and trust. It also discusses the ways in which the political-military instability and the "ethnicization" of the state apparatus are perceived, and the ways the resulting inter-ethnic tensions are negotiated at a local level.<br />It concludes with a discussion on the necessary conditions for a new conflict to find a social base of rural support and on the kind of external intervention that will help to keep a social and political stability at a local level. </p> <p>Portuguese<br />Neste trabalho, centrado num estudo de caso da península de Cubucaré, pretende-se demonstrar, através da análise da percepção local dos diferentes grupos estratégicos sobre as causas da guerra e os desenvolvimentos políticos a que ela deu origem, porque é que o conflito armado de 1998-99 na Guiné-Bissau permaneceu no fundamental uma guerra urbana e as zonas rurais serviram de hinterland, onde os deslocados encontraram refúgio, alimentação, solidariedade e confiança. Analisa-se ainda a forma como a instabilidade político-militar e a « etnicização » do aparelho de Estado são percebidas a nível local e as tensões inter-étnicas resultantes são negociadas.<br />Conclui-se sobre as condições necessárias para que um novo conflito encontre uma base social de apoio rural e sobre o tipo de intervenção externa que, pelo contrário, poderá ajudar a manter a estabilidade política e social a nível local. </p> <p>French<br />Ce travail centré sur une étude de cas dans la péninsule de Cubucaré cherche à démontrer pourquoi le conflit armé de 1998-99 en Guinée-Bissau est fondamentalement resté une guerre urbaine. Il prétend également montrer pourquoi les zones rurales ont rempli la fonction d'un hinterland où les populations déplacées trouvaient refuge, alimentation, solidarité et confiance.<br />C'est ainsi que sont analysées la perception locale de l'instabilité politicomilitaire et l'« ethnicisation » de l'appareil d'État, et la manière dont sont négociées les tensions inter-éthniques qui en résultent.<br />L'étude conclut sur les conditions qui pourraient donner une base sociale d'un appui rural à un nouveau conflit, et sur le type d'intervention externe qui, à l'inverse, pourrait aider à maintenir la stabilité politique et sociale au niveau local. </p>
