The Power of Middle Management Norms in the Policy Process

The literature around international organizations has focused on explaining policy through a simple linear process that assumes implementation at the ground level is dependent on the political context and organization policy framework. This article uses the example of the Women, Peace and Security (WPS) agenda to open the black box of international organizations, specifically the UN and OSCE, to show how policy processes are in fact non-linear and that policy agendas such as WPS may be articulated at the world polity level and implemented at the local level without an explicit policy framework adopted at the OSCE organization level.
