Kazakhstan's key goal for its chairmanship is to host an OSCE summit in 2010. In order for a summit to advance the Organization's human dimension work, Kazakhstan must first take concrete steps to improve its own human rights record. A summit should reaffirm the participating States' existing human dimension commitments, and their intent to address European security in a comprehensive manner, including compliance with OSCE norms in all three dimensions. It should also demonstrate the Organization's ability to address new human dimension challenges by starting the process of creating OSCE norms regarding the Internet.
