This article discusses the evolution of Iran’s nuclear policy and the continuing crisis over the nature and direction of the country’s nuclear calculus under the Islamic Republic. What is absent in much of the writings and policy debates about Iran’s nuclear policy is how decisions are made about the country’s nuclear policy and what factors, especially the domestic ones, propel the leadership of the Islamic Republic to formulate its nuclear policy. As a result, much of the debate in the West has centered on how to compel a change in Iran’s nuclear policy and ultimately force Tehran to terminate its nuclear program, using a combination of diplomatic, economic and military threats.
