The recognition of qualifications is a cornerstone of the free movement of persons in the EU and has been the subject of law and policy by several European and national actors over the past decades. Regardless of all this action, or perhaps due to it, a large amount of uncertainty and intransparency seems to surround this policy field. This contribution is intended to address and, where possible, to conceptually clarify some of the central notions and assumptions. It appears that although a certain amount of confusion is due to the at times complex nature of the subject matter and the legislation dealing with it, in combination with the multitude of actors with own initiatives that are not optimally coordinated with each other, a non-negligible part is caused by outdated or mistaken distinctions, the failure to recognise similarities and come to a comprehensive approach.
