Affiliations: 1: School of Law, University of Southampton, United Kingdom * This article was originally presented as a paper on 27 February 2006 to the Sharing the Fish Conference hosted in Fremantle by the Western Australian Department of Fisheries in conjunction with the Food and Agriculture Organization of the United Nations, the Australian Government Department of Agriculture, Fisheries and Forestry and the New Zealand Ministry of Fisheries. The author gratefully acknowledges a research grant from the Australian National University, where he is a Ph.D. candidate, which enabled him to participate in the conference, and assistance from Johanna Hjalmarsson in the eleventh-hour hunt for missing references.
